On 02-25-2013 at 2149 hours a Mendocino County Sheriff's Deputy conducted a traffic stop of a sedan displaying an expired registration in the 1200 block of South State Street in Ukiah, California.
Once the sedan stopped the Deputy approached the driver’s window to contact the driver. Upon reaching the window the vehicle quickly accelerated southbound on South State Street, which prompted the Deputy to give chase.
The Deputy engaged the sedan in a vehicular pursuit as the sedan reached speeds of approximately 80-90 miles an hour.
The sedan shortly thereafter turned westbound on Highway 253 and slowed to speeds of approximately 50-60 miles an hour. At this time the sedan swerved into the opposing traffic lane several times, even in the presence of blind curves in the roadway.
In the 900 block of Highway 253 the front passenger of the sedan partially exited the open passenger window and shot several times at the Deputy's patrol vehicle with a handgun. One of the bullets struck the patrol vehicle's radiator and shortly thereafter rendered the patrol vehicle inoperable.
Mendocino County Sheriff's Deputies from county-wide converged to the area in an attempt to locate the sedan that was last seen traveling westbound of Highway 253.
At this time the search was aided by personnel from the California Highway Patrol, Ukiah Police Department, Cloverdale Police Department and Sonoma County Sheriff's Office.
During the search the sedan was found abandoned in a driveway leading to a residence located in the 6000 block of Highway 253. As a result, a reverse 911 call was initiated to residents in the surrounding area.
During a search of the driveway near the sedan several items where found that showed the escape path, by foot, of the suspects.
Deputies on scene noticed the items found were reported as being stolen from a residential burglary on Van Arsdale Road in Potter Valley earlier in the evening.
It was noted by Deputies that several firearms (handguns, rifle and shotgun) and ammunition had been stolen during the residential burglary but had not been recovered with the abandoned sedan.
Sheriff's Detectives responded to the scene and are conducting further investigations into the shooting incident.
At this time Detectives have identified Christopher Skaggs (30-years-old from Redwood Valley, California) and Walter Kristopher Miller (33-year-old from Ukiah, California) as persons of interest in this incident. The public should consider Skaggs and Miller to be possibly armed and dangerous.
Skaggs is currently wanted on an unrelated burglary and robbery incident reported to the Sheriff's Office on 02-19-2013.

On January 5, 2013 1810 HOURS, deputies from the Mendocino County Sheriff's Office were dispatched to room #178 at the Discovery Inn for a reported shooting.
Upon their arrival they learned a guest at the Inn had exited her room to discover a Hispanic male adult rummaging through the inside of her vehicle parked in the Inn's parking lot.
The victim confronted the Hispanic male, later identified as Baraquel Simon Ruiz, and grabbed his body to remove him from insider her vehicle.
A brief struggle enssued and Ruiz began walking away from the victim. The victim yelled at Ruiz who then produced a small caliber handgun from his waistband. Ruiz pointed the handgun toward the victim and fired 2-3 rounds, which struck the passenger side of the victim's vehicle. Ruiz then fled the scne on foot.
Deputies were able to identify Ruiz as the shooter from a photo linup with the victim.
Ruiz was wearing a black benaie style hat, a black "puffy" style jacket and black jeans at the time of the shooting.

Ramiro Mendosa Apaniso (23 yrs old)
Ramiro Apansio Mendosa is currently being sought in regards to a shooting that occurred on 08-21-2008 in the 1900 block of Talmage Road. The victim in the shooting sustained multiple gunshot wounds and was transported to an out of county hospital for treatment. For further information refer to

Ramiro Apansio Mendosa should be considered armed and dangerous as the handgun used during this shooting has yet to be recovered. Ramiro Apansio Mendosa's last known residence was listed as transient in the Boonville, California based upon a previous booking into the Mendocino County Jail in August 2007.

Subject possibly has the name "Garibay" tattooed on his back and possibly suffering from deep laceration to right side of stomach and right side of face or neck.
On 07/26/08 Deputies were dispatched to the Boonville area for a report of a rape on a 14 year old female. During the course of the investigation it was learned the suspect, JOSE LOPEZ GARIBAY, had sustained major lacerations to the stomach and face as a result of the victim defending herself and eventually escaping her attackers.
The Mendocico County Sheriff's Office is currently seeking JOSE LOPEZ GARIBAY. He is currently wanted and should be considered ARMED and DANGEROUS. It is believed GARIBAY is still in the Boonville area, Anyone with information about the whereabouts of the suspect should call 9-1-1.
