Synopsis: On 09-23-2012 at approximately 2305 hours, deputies responded to a radio call for service of a reported domestic dispute in the area of the Westport Hotel. While en route to the location, deputies were provided updated information that the address was 24590 Seaview Drive.

Upon arrival, deputies spoke to the reporting person and it was learned that he was the potential victim of domestic battery. Deputies then contacted the suspect who was identified as Cicely Kishbaugh. It was learned that Kishbaugh and the victim were cohabitating partners who had engaged in a verbal argument that escalated into Kishbaugh physically assaulting the victim.

After speaking to all involved parties, deputies went to place Kishbaugh under arrest and she immediately resisted and physically assaulted the deputies. During this time, two other suspects identified as Alexandra Freeman and Shari Marchesi, began to interfere and engaged and physically assaulted the deputies.

All parties were ultimately arrested and transported to and booked into the Mendocino County Jail. All were booked on 69 PC. Kishbaugh was additionally charged with 243(e)(1) PC.

One of the deputies was later treated at the Mendocino Coast District Hospital for treatment of injuries sustained as a result of the assault.
