Synopsis: On 11-27-12, detectives with the Mendocino County Sheriff's Office served a search warrant at an apartment in the 2100 block of South State Street. The search warrant was concerning an ongoing arson investigation.

During the search detectives located approximately 1 gram of methamphetamine and paraphernalia used to smoke methamphetamine. Additionally, all occupants of the apartment were found to be under the influence of a controlled substance.

William McNiel was arrested for possession of a controlled substance and being under the influence of a controlled substance. Tiffany Hobbs was arrested for possession of drug paraphernalia and for being under the influence of a controlled substance. Jose Tapia-Rodriguez was arrested for being under the influence of a controlled substance and violation of probation. All were booked into the Mendocino County Jail.

Five children, ranging in age from 6 months to 4 years, were removed from the residence by Child Protective Services.
