Synopsis: On 9-13-13 at approximately 1500 hours Mendocino County Sheriff's Deputies received a report of an assault and vehicle theft that occurred on Cow Mountain in the early morning hours.

Deputies responded to the adult female's location, after she had located her vehicle, under the Norgard Lane freeway underpass. Deputies spoke to the female and learned Jose Luis Rodriguez, who had been released from prison two days prior, had assaulted the female, stole the keys to her vehicle, stole her vehicle, and then stole three handguns and a shotgun from the trunk of the vehicle. Rodriguez then fled the area.

The female advised she and Rodriguez had been hanging out during the evening hours of 9-12-13 and Rodriguez was intoxicated. Rodriguez had been driving the female's 2009 BMW when he became upset with the female and began assaulting her. They eventually drove to Cow Mountain and the female tried to get out of the car, but Rodriguez continued to pull her back inside. Once Rodriguez stopped the car, the female took the keys to the car and attempted to walk away. A struggle ensued and Rodriguez took the keys from the female's hand.

Rodriguez and the female began to fight again when the female noticed the trunk to the BMW was open, so she reached inside and grabbed an item, which ended up to be a handgun belonging to her roommate. The female struck Rodriguez in the head with the handgun, dropped it, and fled on foot.

Rodriguez then chased the female with her car until he eventually left the area in the BMW, leaving her stranded on Cow Mountain at approximately 0400 hours.

Rodriguez eventually sent the female a text message advising her the BMW was left on Norgard Lane in Ukiah. When she arrived at the location, she found three handguns and a shotgun missing from the trunk and saw that the BMW was damaged from colliding with unknown objects.

The female's injuries did not require medical attention.

Rodriguez should be considered armed and dangerous and is described as a Hispanic male, 5'8", 215 lbs, brown hair, brown eyes, with a "LA" tattoo on the right side of his head under his hair, and tattoos on both sides of his neck.
