Synopsis: On 02-17-2014 at about 10:40 AM Deputies from the Mendocino County Sheriff’s Office were patrolling in the area of North Highway 101 near Laytonville, California.

While patrolling the Irvine Rest Stop, Deputies noticed a vehicle parked displaying an expired registration. Deputies parked and approached the vehicle.

While approaching the vehicle, narcotics paraphernalia which consisted of a narcotics smoking pipe and burned foil were seen on the passenger seat of the vehicle. Deputies contacted the driver, Cristobal Cuesta, who appeared to be asleep behind the wheel.

Deputies requested Cuesta to exit the vehicle and he was placed under arrest for possession of the paraphernalia. A search of the vehicle revealed 8 grams of suspected tar heroin and other items used for ingestion of the drug.

Cuesta was arrested and booked into the Mendocino County Jail on charges of possession of narcotics and possession of drug paraphernalia. Cuesta was to be held in lieu of $15,000.00 bail.
